"In accordance with the wishes of the Crown Agents we submitted this Colour Scheme, with 9 substitutes, for the £2.10 & 6/- Revenue stamps. Those chosen on 2 March are initialled."
The approval initialling is that of Sir William Mercer of the Crown Agents.
